Job Description

Supports Morocco’s National Adaptation Plan revision by integrating migration, displacement and other forms of human mobility into climate policy. The consultant reviews evidence, consults institutions, drafts operational policy content and action matrices, and facilitates validation and dissemination.

Summary of Responsibilities

  • Review Morocco’s current adaptation plan, revision draft and documented workshop evidence
  • Consult priority ministries, institutions and technical partners
  • Assess dedicated, mainstreamed, hybrid and annex-based approaches to human-mobility integration
  • Draft insertion-ready policy text, sectoral and territorial actions and implementation arrangements
  • Develop action matrices, indicators, data sources, monitoring measures and an implementation roadmap
  • Document consultations, decisions, evidence gaps and the rationale for recommendations
  • Prepare and facilitate validation and national dissemination workshops
  • Revise deliverables in response to consolidated IOM and government comments

Role Requirements

  • Advanced university degree in climate change, adaptation, environmental policy, migration, geography, sustainable development, disaster risk reduction, public policy, social sciences or a related field, or first-level degree with two additional years of experience
  • At least five years of relevant experience with an advanced degree or seven years with a first-level degree
  • Authorship of or substantial contribution to a public policy, strategy, adaptation plan or equivalent operational policy product
  • Knowledge of National Adaptation Plan processes and UNFCCC guidance
  • Understanding of climate change links with migration, displacement, planned relocation, labour mobility, pastoralism, diaspora engagement, remittances and immobility
  • Experience conducting institutional interviews and multi-stakeholder consultations
  • Ability to develop action matrices, roadmaps, indicators and monitoring arrangements
  • Excellent English and good professional French
