Environmental Law and Governance Specialist

Assess Uganda’s legal and institutional readiness for responsible investment in critical energy-transition minerals. The consultant evaluates mining and environmental governance, leads stakeholder validation, recommends practical reforms and strengthens UNEP’s policy package using country evidence.

Department: Mining Unit, Industry and Economy Division

• Assess Uganda’s environmental, mining and institutional frameworks
• Evaluate alignment with UN critical-minerals principles
• Identify legal, policy, compliance and enforcement gaps
• Recommend reforms for responsible and green mineral investment
• Lead stakeholder interviews, consultations and validation workshops
• Integrate field evidence, literature and legal analysis
• Advise on safeguards, biodiversity, pollution and mine closure
• Strengthen UNEP’s critical-minerals policy package using lessons from Uganda

• Relevant advanced university degree, or first degree with two additional years of experience
• At least five years of relevant environmental-law, governance or sustainable-development experience
• Excellent written and spoken English
