Job Description
Provides technical consultancy for a Costa Rica project developing a climate-adaptation construction code for road infrastructure. The assignment designs and delivers capacity-building modules, evaluates resilient road technologies, facilitates stakeholder workshops and produces technical reports, recommendations and roadmap inputs to strengthen sustainable, climate-resilient transport infrastructure.

Summary of Responsibilities
- Develop deliverables for the climate-adaptation construction-code project
- Facilitate workshops, meetings and training sessions with public and private stakeholders
- Prepare technical documents, presentations, progress reports and final reports
- Design and deliver capacity-building programme modules and evaluation instruments
- Evaluate climate-resilience technologies for the road-infrastructure sector
- Review technology applicability and relevant national standards for Costa Rica
- Develop recommendations and roadmap inputs for the climate-adaptation code
- Identify national and international financing sources for infrastructure adaptation
Role Requirements
- University and postgraduate qualifications in civil engineering, construction engineering or a related field
- Membership of the relevant professional body, or steps to obtain temporary membership
- At least five years of experience in transport infrastructure projects, programmes or public policy and related climate, environmental, sustainable-development or urban-management work
- Experience assessing climate vulnerability in developing countries and preparing technical and environmental-policy recommendations
- Experience interpreting geographical and statistical information and knowledge of Costa Rican environmental and climate legislation
- Experience in road design and climate-resilient, sustainable transport infrastructure
- Excellent oral and written Spanish and English skills
Desired Criteria
- Knowledge of global development agendas, including the 2030 Agenda, New Urban Agenda, Paris Agreement and Sendai Framework
- Experience with quantitative and qualitative evaluation techniques
- Knowledge of Costa Rica
- International development-cooperation, United Nations-system or territorial-and-urban-development experience
