Job Description

The Senior Immigration and Border Governance Specialist leads IOM’s Southern Africa portfolio, providing strategic advice on migration, border management and identity systems. The post develops regional programmes and partnerships, mobilises resources, supports governments and SADC engagement, and oversees technical assistance, quality assurance, project budgets and results.

Summary of Responsibilities

  • Provide senior technical leadership on immigration and border governance programming across Southern Africa
  • Advise governments and regional institutions on border policies, modernisation, identity management and traveller processing
  • Lead design and expansion of regional and country-level border governance programmes
  • Mobilise resources and maintain partnerships with governments, economic communities, development banks, donors and implementing partners
  • Lead assessments, technical assistance and capacity building for border-management authorities
  • Monitor assigned programme budgets and results frameworks while supervising technical experts and project personnel

Role Requirements

  • Master’s degree in International Relations, Law, Political Science, Security Studies, Public Administration, Migration Studies, Border Management or a related field with seven years of relevant experience
  • University degree in the stated fields with at least nine years of relevant professional experience
  • Fluency in English, oral and written

Desired Criteria

  • Experience managing multi-country or regional programmes
  • Experience in Africa and familiarity with SADC migration and border governance issues
  • Experience with border-management technologies and digital solutions
  • Working knowledge of Portuguese and other official UN languages
