Job Description
OHCHR seeks a Senior Evaluation Officer in Geneva to lead independent process and programme evaluations. The role strengthens evaluation standards and capacity, integrates gender issues, supports staff and field offices, tracks management responses and recommendations, and ensures evidence from evaluations and performance monitoring informs strategic, policy and programme decisions.

Summary of Responsibilities
- Lead process and programme evaluations with OHCHR divisions and branches
- Ensure evaluations meet UN evaluation norms and standards
- Integrate gender and cross-cutting issues into the evaluation system
- Provide technical evaluation guidance and conduct assessments
- Track management responses and implementation of evaluation recommendations
- Develop evaluation tools, guidance and capacity-development programmes
- Support field offices with baseline studies, action research and surveys
Role Requirements
- Advanced degree in social sciences, international relations, development studies or related fields; first-level degree route requires two additional years
- At least ten years of progressively responsible programme-management experience
- At least seven years of recent Evaluation Officer experience in the UN system or a similar international organization
Desired Criteria
- Human-rights evaluation and programming experience
- Knowledge management, results-based management and organizational-change experience
- French or Spanish
