Security Project Officer

Leads the OSCE-wide Safe Travel System project for the Security Management Unit, strengthening security risk management and emergency preparedness. The officer directs implementation, planning, procurement and financial monitoring; maintains security procedures; oversees system performance; and designs training and workshops that improve readiness across OSCE executive structures.

• Lead OSCE-wide implementation and administration of the Safe Travel System project
• Oversee security project proposals, strategic plans, procurement frameworks and budget forecasts
• Update security operating procedures, advisories, internal policies and interoffice communications
• Liaise with OSCE structures and security focal points to implement security policies and procedures
• Monitor system performance and validate emergency-response procedures with field operations and institutions
• Represent the Security Management Unit in project briefings and consultations
• Monitor project implementation through field visits, progress reports, reviews and evaluations
• Design and deliver Safe Travel System training for administrators and end users

• First-level university degree in security studies, risk, disaster or emergency management, social or political science, military science, public administration, law enforcement, law or a related field, or equivalent professional qualifications from certified award-granting bodies and military or police educational institutions
• Minimum seven years of professional experience in project management, security, risk management or related fields, or five years with a second-level university degree
• Professional fluency in English with excellent oral and written communication skills
• Nationals of OSCE participating States only
• Digital literacy and proficient use of Microsoft Office

• Knowledge of security management systems, procedures and methodology
• Experience in a multilateral or multicultural environment

• Open to secondment only; assignment costs must be borne by the nominating authority
• Seconded staff are not entitled to an OSCE Board and Lodging Allowance
• Suitable interviewed candidates may be placed on a three-year roster for future fixed-term secondment posts
• Maximum service in this post is 10 years
