Job Description

Advise the OSCE Mission in Kosovo on combating serious and organized crime and transnational threats. Design and deliver advanced training, analyse operational data and capacity gaps, develop strategies and action plans, guide consultants, coordinate institutions and partners, monitor criminal trends, and provide evidence-based recommendations that strengthen law-enforcement capacity.

Summary of Responsibilities

  • Design and deliver advanced training on serious and organized crime
  • Support thematic portfolios including narcotics, financial crime, money laundering, cybercrime and trafficking
  • Analyze operational data and identify capacity gaps
  • Provide strategic advice on policies, strategies and action plans
  • Guide consultants involved in organized-crime activities
  • Liaise with ministries, institutions and international partners
  • Monitor criminal trends and produce analytical assessments

Role Requirements

  • Nationals and permanent residents of Kosovo are not eligible
  • Minimum 10 years of law-enforcement service experience, or six with a first-level university degree
  • Extensive experience combating serious and organized crime
  • Valid manual-transmission driving licence
  • Professional fluency in English

Desired Criteria

  • Train-the-trainer experience is desirable
  • Experience advising law-enforcement counterparts is desirable
  • Knowledge of South Eastern Europe and Western Balkans context is desirable
