Leads rule-of-law analysis and institutional engagement for the OSCE Mission in Kosovo's Law and Justice Section. The officer monitors trials and justice-sector developments, develops policy and capacity-building initiatives, advises mission units, and works with Kosovo judicial institutions to strengthen fair-trial standards, legal reform and implementation of mission recommendations.

• Formulate section policy, priorities and strategic approaches on rule-of-law issues
• Deputise for the Chief of Section in coordinating activities and staff when requested
• Analyse trial-monitoring and justice-sector data and draft monitoring reports
• Develop professional-development initiatives and institutional dialogue for justice-sector capacity
• Engage judicial and legal institutions on priority rule-of-law and human-rights issues
• Monitor and report justice-sector developments and advise the Department
• Provide legal and rule-of-law advice to other Mission units
• Coordinate follow-up, advocacy and briefing materials on section findings

• First-level university degree in law
• Minimum 6 years of relevant professional experience
• Professional fluency in English
• Knowledge of justice and human rights institutions
• Knowledge of civil, criminal and administrative law and international human rights treaties
• Valid manual-transmission driving licence
• Nationals and permanent residents of the duty station are not eligible

• Knowledge of the regional political situation and legal system in the Mission area
• Experience with trial monitoring
• Experience with legal aid, legal education reform, human rights issues and/or domestic violence
• Knowledge of local languages
• Experience as an attorney, judge or prosecutor
