Job Description
The Public Health Emergency Preparedness Officer provides strategic leadership and operational support to strengthen the Democratic Republic of the Congo's readiness for public health emergencies. Working through the WHO Health Emergencies Programme, the role develops preparedness capacity, risk assessment and multi-hazard planning across national institutions and all 26 provinces.

Summary of Responsibilities
- Support implementation and monitoring of International Health Regulations amendments, SPAR reporting, JEE and after-action reviews
- Roll out the One Health approach in line with the Quadripartite Action Plan
- Support Pandemic Fund proposal development and implementation of approved grants
- Provide technical advice to the Ministry of Health on risk assessment, contingency planning and emergency-readiness structures
- Design and evaluate early-warning systems and rapid-response frameworks for high-risk provinces and transit hubs
- Coordinate international partners, local health authorities and humanitarian actors on readiness interventions
- Organise specialized training on surveillance, readiness and community-based containment
- Strengthen national capacity for preparedness, response and disaster recovery across all provinces
Role Requirements
- Advanced university degree at Master's level or above in public health or a health-related field
- At least seven years of relevant national and international experience in public-health emergency preparedness or health-sector coordination
- Experience managing outbreaks, health emergencies or health consequences of emergencies and crises
- Expert French and intermediate English
Desired Criteria
- Doctorate degree in Medicine
- Specialized training in public-health emergency preparedness
- Experience with WHO, UN agencies, health-cluster partners or humanitarian organizations
- Experience in programme planning, project management, monitoring and evaluation
- Resource mobilization experience in emergency settings
