Job Description

Leads a UNOPS regional technical-assistance initiative supporting public institutions across South-East Europe and Moldova. The project manager translates institutional requests into assignments, mobilises experts, manages delivery, budgets, risks and reporting, and coordinates governments, the Austrian Development Agency and partners to strengthen EU alignment, governance and capacity.

Summary of Responsibilities

  • Develop, update and implement the project plan and milestones within board-approved tolerances
  • Manage outputs, resources, changes, risks and corrective actions across the project lifecycle
  • Assess assistance requests and coordinate mobilisation and delivery of technical expertise
  • Maintain project information, baselines, documentation and reporting obligations
  • Monitor results, indicators, targets and scope, cost, schedule and quality performance
  • Develop stakeholder-engagement and communication plans with governments, donors and partners
  • Coordinate quality reviews, supplier interfaces and audit support for project deliverables
  • Structure, lead and develop the project team and manage performance

Role Requirements

  • Bachelor’s degree in any discipline with seven years of relevant experience, or Master’s degree in any discipline with five years of relevant experience
  • Experience implementing complex projects or programmes
  • Experience in project planning, implementation and control, including project communication and reporting
  • Knowledge of quality-assurance methodologies
  • Experience managing project risks in a multi-stakeholder context
  • Fluent English

  • Globally recognised project-management certification
  • Professional certification relevant to the job area
  • UN-system or multicultural-environment experience
  • Development or humanitarian-context experience
