Job Description
The Programme Support Officer strengthens IOM Iraq’s resource mobilisation and external liaison work by developing results-based proposals, coordinating donor reporting and fundraising, supporting partner engagement, and maintaining programme records. The role works across programme units, the Executive Office and regional counterparts to align projects with IOM strategies and donor requirements.

Summary of Responsibilities
- Develop results-based programmes, concept notes and project proposals with programme managers, the Executive Office and Regional Office
- Review programme needs, resource gaps and opportunities and align project development and donor reporting with IOM strategies and Strategic Results Framework indicators
- Check proposal development, donor contract management and reporting for compliance with donor requirements and IOM procedures, including Project Handbook and PRIMA processes
- Maintain donor relationships, organize meetings and field visits, respond to appeals and compile donor-policy information
- Coordinate activity reports and papers on IOM strategic approaches for internal and external audiences
- Support conferences, meetings, trainings, field visits and other engagement with donors and external partners
- Provide liaison and advocacy inputs to the IOM Iraq Executive Office and engage authorities, UN agencies, NGOs, government and other stakeholders
- Maintain correspondence, project-development and reporting records in the Project Matrix, Programme Support Unit Library, SharePoint and PRIMA
Role Requirements
- Applications are restricted to internal and internal-equivalent candidates
- A master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law or a related field with two years of relevant experience, or a university degree in those fields with four years of relevant experience, is required
- Experience supporting results-based project development and reporting, technical writing and editing is required
- Experience in donor relations, proposal development and grant management in the displacement and migration sector is required
- Previous experience with a United Nations entity and knowledge of the UN Common System are essential
- Knowledge of foreign-government funding mechanisms and experience with migration, livelihoods, displacement or stabilization in the Middle East or Iraq are essential
- Fluency in written and spoken English is required
Desired Criteria
- International development or humanitarian-sector experience is preferred
- Knowledge of PRIMA is desirable
- Working knowledge of Arabic and one of Chinese, French, Russian or Spanish is an advantage
