Lead Papua New Guinea’s GEF Small Grants Programme, supervising the country team, managing grant strategy, budgets and portfolio quality, coordinating the National Steering Committee and building partnerships, co-financing, monitoring and knowledge exchange with communities.

Summary of Responsibilities

  • Supervise and develop the Small Grants Programme country team
  • Prepare annual workplans, delivery targets and operating budgets
  • Formulate and periodically update the country programme strategy
  • Manage grant allocations, operating resources and financial integrity
  • Develop and monitor a portfolio of community environmental projects
  • Coordinate proposal review and National Steering Committee meetings
  • Mobilise resources and partnerships with government, donors and civil society
  • Report results, conduct monitoring visits and share lessons and good practices

Role Requirements

  • Advanced university degree in environmental or natural-resource management, economics, public policy, law, environmental economics or management, business administration or a related field, or bachelor’s degree with two additional years of experience
  • At least two years of relevant experience with a master’s degree, or four years with a bachelor’s degree, managing environmental or natural-resource initiatives
  • Experience using computers, office software and web-based management systems
  • Fluency in English and a national language of Papua New Guinea

Desired Criteria

  • Experience in national or international programme or project management
  • Experience designing, managing, monitoring or evaluating UNDP or development programmes
  • Experience in Global Environment Facility Small Grants Programme thematic areas
  • Knowledge of UNDP strategic programmes and operational policies
  • Experience liaising with civil society, government and other stakeholders
  • Knowledge of another United Nations language
