The role connects programme, operations and partnerships teams, using portfolio oversight, results data and risk controls to align delivery, resource use and donor-facing programmes with corporate standards and national priorities.

Summary of Responsibilities
- Ensure portfolio compliance with UNDP policies, results-based management standards and internal control frameworks, including financial reporting and audit follow-up
- Oversee financial planning, budgeting and expenditure monitoring across the portfolio, analysing delivery, forecasts, pipelines and resource use for senior management
- Provide quality assurance for programmes and projects, including high-risk financial instruments, financing agreements, pipelines and donor-facing budget inputs
- Lead programme and project quality assurance and results-based management systems, including planning, monitoring, evaluation and performance analytics
- Establish risk-management tools and advise senior management on risk identification, controls, financial exceptions and mitigation measures
- Lead capacity development for country-office staff, implementing partners and responsible parties on financial management, systems and implementation processes
- Supervise Programme Management, Finance and Programme Management Associate staff in the Programme Management Support Unit
Role Requirements
- Advanced university degree in Economics, Political Sciences, Social Sciences or a related field, or a first-level degree in these areas with two additional years of qualifying experience
- At least 2 years of relevant national and/or international experience with a master's degree, or 4 years with a bachelor's degree
- Relevant experience in policy, business development and partnerships advisory services and programme finance management, monitoring and evaluation, and quality assurance processes
- Experience using computers, office software packages, database packages and web-based management systems such as ERP
Desired Criteria
- Programme finance management experience covering budgeting, delivery tracking, financial analysis and resource planning
- Audit and risk-management experience, including responding to audits and strengthening internal control systems
- Experience designing and implementing results-based management frameworks, including results frameworks, KPIs and theories of change
- Experience in integrated programming and knowledge of UN System or UNDP corporate policies and programmes
