Procurement Officer

Provides senior procurement and contracting expertise for the United Nations Support Office in Haiti, covering complex goods and services. The role leads procurement-cycle advice, tendering and negotiations, contract development and risk management, supplier and market analysis, policy development and oversight of junior staff to ensure sound, compliant and effective acquisition decisions.

• Lead procurement and contracting for complex goods and services
• Advise substantive units through all phases of the procurement cycle
• Evaluate procurement requests and technical specifications
• Prepare contracts, tender invitations and award recommendations
• Develop market-based contracting approaches
• Develop procurement policies, procedures and supplier-evaluation criteria
• Conduct negotiations and resolve contract disputes
• Guide junior staff on procurement and contract work

• Advanced degree in business administration, public administration, commerce, engineering, law or a related field, or a first-level degree with two additional years of qualifying experience
• Professional supply-chain certification such as CIPS Level 4 or equivalent
• At least seven years of progressively responsible procurement, contract-management, contract-administration or logistics experience
• At least two consecutive years within the last five years conducting international tenders for complex goods and services
• English proficiency

• Experience with ERP systems such as SAP or e-tendering systems such as Ariba
• Experience managing multicultural teams
• Experience in the UN system or a comparable international organisation
• Experience preparing procurement or supply-chain data and visualisations
