Overview

Leads UNDP Afghanistan’s procurement and contracting function, providing strategic sourcing, tendering, contract and risk advice in a complex environment. The specialist manages procurement systems, controls, suppliers and staff, assures value for money and builds capacity across projects and partner agencies.

Responsibilities

  • Lead procurement and contracting strategy across programmes and operations
  • Design sourcing, tendering, evaluation, negotiation and contract-management approaches
  • Establish internal controls, procedures and workflow standards
  • Advise management on complex procurement, contract interpretation, risk and guarantees
  • Oversee high-value solicitations, evaluations and contractual negotiations
  • Manage procurement systems, purchase orders, records and cost-recovery billing
  • Develop supplier rosters, market assessments and performance controls
  • Lead, coach and develop the country-office procurement team

Requirements

  • Master’s degree in Business Administration, Public Administration, Economics, Finance or a related field with seven years of experience, or bachelor’s degree with nine years
  • Progressive experience in public, government or United Nations procurement management
  • Experience conducting complex needs analyses and market assessments for strategic sourcing
  • Experience designing international tender strategies and assuring technical and legal integrity of specifications and contracts
  • Experience with office software, ERP and e-tendering systems
  • Supervisory experience
  • Fluency in English
