Project Engineering Specialist

Leads planning, design, procurement and construction oversight for flood-recovery housing and community infrastructure in Quetta. The specialist manages engineers and contractors, assures technical quality, budgets and schedules, certifies completed works and transfers resilient construction knowledge to national teams.

Department: Flood Reconstruction Programme

• Lead civil-works assessments, feasibility studies, designs, budgets and cost estimates
• Prepare drawings, specifications, bills of quantities and procurement documentation
• Evaluate construction bids and technical proposals
• Manage contractors and supervise delivery against scope, budget, schedule and quality standards
• Review variations, amendments, invoices and completion evidence
• Coordinate final inspections, acceptance, handover and defect-liability follow-up
• Lead field engineers and provide technical guidance and task oversight
• Maintain project records and provide donor reports, training and knowledge transfer

• Master’s degree in Civil Engineering, Architecture or a related field with five years of relevant experience, or bachelor’s degree with seven years of relevant experience
• National or international experience in building construction and civil-works project management
• Experience managing and leading engineering teams
• Advanced Microsoft Office skills
• Experience with computer-aided design software
• Fluency in English
• Fluency in Urdu

• Open to Tier 1 and Tier 2 applicants
• Based in Quetta with regular field visits to construction sites
