Job Description

Manages the Water and Habitat (WatHab) infrastructure program in detention facilities in the Philippines, overseeing implementation, budget follow-up, and a team of Resident Engineers. Works in partnership with BJMP and BuCor on jail/prison infrastructure projects and supports the wider WatHab team on technical engineering matters.

Summary of Responsibilities

  • Maintain the integrated WatHab in Detention program in line with delegation detention policy, including ICRC partnership with BJMP and BuCor
  • Manage the WatHab infrastructure program in detention including objectives, resources and project reporting
  • Manage the WatHab in Detention engineering team of 2-3 Resident Engineers
  • Support other Water & Habitat team members in the Philippines on technical engineering matters
  • Contribute to the annual planning process (APM and PMfR) and institutional reporting
  • Interact with BJMP and BuCor management/logistics and with contractors, suppliers and other organizations in the jails/prisons infrastructure field

Role Requirements

  • University degree in architecture, civil engineering, environmental engineering or related field
  • 6 to 8 years of professional experience in project management related to WatHab expertise
  • Experience managing 4-6 technical support staff

Desired Criteria

  • Certified training in project management
  • Advanced knowledge in water and sanitation or construction
  • Advanced knowledge of electromechanical and/or hydraulic engineering
  • 1-2 years professional experience at the ICRC or an international NGO
