Job Description
WFP seeks a Filipino-national Civil Engineer in Manila to deliver infrastructure projects that strengthen operational capacity. The engineer will assess sites, plan and supervise works, review designs and testing, manage contractors and project records, ensure health and safety compliance, coordinate partners, and support commissioning, handover and training.

Summary of Responsibilities
- Conduct detailed site assessments and prepare back-to-office reports with findings and follow-up actions
- Develop project plans, implementation schedules and work methodologies
- Oversee site implementation against WFP specifications, international standards and contract requirements
- Provide technical guidance to contractors and design consultants
- Supervise contractor activities for compliance with designs, specifications, safety, quality and environmental and social management plans
- Review detailed designs, shop drawings, method statements, material approvals and as-built documentation
- Check material test results and monitor mechanical and electrical installation, testing and commissioning
- Maintain site records, progress reports, testing logs and meeting minutes
- Coordinate contractors, community representatives, WFP Engineering and other stakeholders
- Support commissioning, handover, user training and taking-over documentation
- Monitor health and safety compliance and report serious breaches and incidents
Role Requirements
- Advanced university degree in civil engineering, architecture, construction management or a related engineering discipline; a first degree with additional qualifying experience or specialised training may be accepted
- At least three years of progressively responsible experience with an advanced degree, or five years with a first degree
- Demonstrated experience in planning, design, implementation, supervision and quality assurance of civil works and infrastructure projects
- Excellent written and oral English communication skills
- Filipino nationality
Desired Criteria
- Professional Engineer, Chartered Engineer, Registered Civil Engineer or equivalent accreditation
- Experience in contract management, construction supervision, site inspections and coordination with contractors, consultants and government counterparts
- Experience with United Nations, international organisations, NGOs, humanitarian or development projects
- Experience in emergency response, resilient infrastructure, logistics facilities or community-based construction projects
- Knowledge of GIS, AutoCAD Civil 3D or other engineering software
