Overview
The officer leads complex international procurement and contracting for UN operations, advises clients across the procurement cycle, evaluates specifications and tenders, negotiates and awards contracts, develops category strategies and policy, conducts market research, resolves disputes and supervises procurement personnel.

Responsibilities
- Lead worldwide procurement of complex supplies and services
- Advise substantive units through all phases of the procurement cycle
- Evaluate requests, technical specifications and international tenders
- Develop, negotiate and award complex contracts within delegated authority
- Prepare higher-value submissions for Contracts Committee review
- Research markets and develop tactical and category-management strategies
- Resolve contractual disputes and assess supplier capacity and performance
- Lead procurement personnel and guide junior staff
Requirements
- Advanced university degree in a relevant field or a first degree with two additional years of qualifying experience
- CIPS Level 4 or equivalent supply-chain certification
- At least seven years of progressively responsible procurement, contract or supply-chain experience
- At least two years of recent international tendering experience for complex goods or services
- At least two years of team-supervision experience
- English proficiency at UN Level II in reading, writing, listening and speaking
