Procurement Officer

Oversees procurement and contractual activities for NATO Headquarters goods and services, ensuring compliant sourcing. The officer develops category strategies and source-selection plans, leads supplier engagement and evaluation, manages procurement actions and contracts, mentors staff, and analyses markets, vendors and customer needs to improve value and service delivery.

• Develop category strategies and source-selection plans
• Implement and monitor procurement plans and actions
• Manage supplier workshops, solicitations, negotiations and contract-performance meetings
• Administer procurement information and documentation
• Guide and mentor assigned staff
• Develop procurement standards and best practices
• Analyse markets, buying habits and vendor financial viability

• University degree in commerce, trade, purchasing, supply, economics, management, law, business administration or engineering
• At least three years of procurement and contracting experience
• Experience evaluating suppliers and proposals and leading evaluation teams
• Expertise in strategic sourcing processes
• Advanced English or French and intermediate level in the other language
• Nationality of a NATO member country

• Postgraduate degree in purchasing, contracting or supply management
• UNDP/CIPS Level 4 certification or equivalent
• Experience with Oracle EBS, e-sourcing, e-procurement or contract-management systems
