Job Description

Leads complex procurement and contracting work for facilities, construction and security requirements across the United Nations Secretariat. The post advises requisitioning units, develops tender and contract strategies, evaluates suppliers and bids, negotiates agreements and strengthens procurement policies to secure transparent, competitive and value-for-money results.

Summary of Responsibilities

  • Lead procurement and contracting for complex supplies and services
  • Advise substantive units throughout the procurement cycle
  • Analyse procurement requests and assess technical specifications
  • Prepare tender invitations, evaluate bids and recommend contract awards
  • Develop contract approaches through market research
  • Set procurement policies, standards and supplier-evaluation criteria
  • Lead negotiations and resolve contract disputes
  • Guide junior procurement staff

Role Requirements

  • Advanced degree in business administration, public administration, commerce, commercial law or a related field, or a first-level degree with additional qualifying experience
  • Professional supply-chain certification such as CIPS Level 4 or equivalent
  • At least two years of international tender exercises within the last five years
  • At least two consecutive years of international tender exercises in facilities management, property leasing, or engineering design and construction
  • At least seven years of procurement, contract-management, logistics, supply-chain-management or related experience
  • English at UN Level II in reading, writing, listening and speaking

Desired Criteria

  • Experience sourcing, cleaning and preparing procurement or supply-chain data and developing visualisations or metrics
  • Experience managing teams handling complex international procurement in the United Nations system or a comparable international organisation

  • Position is funded initially for one year by the Support Account for Peacekeeping Operations; renewal is subject to post or funds availability, budgetary approval or mandate extension
