Job Description
Leads strategic procurement services for UNOPS, ensuring compliant, efficient acquisition of goods, services and works. The manager applies public-procurement policy and market intelligence to complex sourcing and contracting decisions, manages risk and value for money, guides procurement teams and suppliers, and strengthens procurement practice through planning, training, internal controls and knowledge sharing.

Summary of Responsibilities
- Develop and implement procurement and contracting strategies for goods, services and works
- Apply UNOPS procurement governance, market intelligence and sustainability criteria to sourcing plans
- Oversee procurement work plans from requirements definition through contract management
- Manage solicitation, evaluation, negotiation and award processes in line with UNOPS rules
- Review solicitation documents and procurement submissions as a Procurement Reviewer
- Manage supplier and contract performance against agreed benchmarks
- Lead procurement training, capacity development and knowledge-sharing initiatives
- Recruit, supervise, coach and manage performance of procurement personnel
Role Requirements
- Advanced university degree in procurement, supply chain management, law, commerce, business administration, public administration, finance, economics or a related field with five years of relevant experience
- Bachelor’s degree in a relevant discipline with two additional years of relevant professional experience accepted instead of an advanced degree
- At least five years of professional procurement experience delivering complex procurement programmes and services
- At least five years of experience managing complex, high-value procurement cases and teams
- Fluent English
Desired Criteria
- CIPS Level 4 or similar international certification
- Knowledge of UN or UNOPS procurement rules and regulations
- Infrastructure-procurement experience
- Experience using office software, web-based management systems or OneUNOPS
- Experience in hardship locations
