Job Description

The Partnerships Specialist leads partnership and programme development for UNOPS Mozambique and other Portuguese-speaking African countries. The role develops partnership and communications plans, identifies and negotiates opportunities, mobilises resources, manages donor and stakeholder relationships, and provides strategic direction to communications staff to expand the office's sustainable-development portfolio.

Summary of Responsibilities

  • Develop partnership-development and communications plans aligned with UNOPS strategies
  • Assess country context, risks and opportunities to position UNOPS for sustainable growth
  • Identify, design and negotiate new projects and partnership opportunities
  • Prepare concept notes, project briefs, agreements and contractual documents
  • Build relationships with governments, UN agencies, donors, foundations, NGOs and private-sector partners
  • Represent the office in coordination meetings and common-planning processes
  • Provide strategic direction for communications, knowledge management and innovation

Role Requirements

  • Master's degree in a relevant field or bachelor's degree with two additional years of relevant experience
  • At least five years of international-development experience
  • Experience developing partnership, communications and programme-development plans
  • Project development and proposal-writing experience
  • Experience identifying, developing or negotiating partnership opportunities with IFIs or MDBs
  • Fluent English

  • Experience providing strategic oversight of communications, advocacy or visibility activities
  • Fluent Portuguese
