Job Description
Provides UNICEF Sierra Leone with technical capacity to strengthen national health-management information systems in Freetown. The consultant builds facility and community capacity to use HMIS, DHIS2 and CHIS; supports digital-health initiatives; designs data-collection tools; maintains infographics and Power BI dashboards; improves data quality; and mentors health-facility and district staff.

Summary of Responsibilities
- Strengthen facility and community capacity to administer and use national HMIS, DHIS2 and CHIS
- Support implementation of digital health initiatives including the Scorecard, bottleneck analysis and Action Tracker
- Design and implement electronic data-collection tools for health and nutrition programme areas
- Maintain infographics and Power BI dashboards for performance monitoring and decision-making
- Assess data quality and mentor health-facility and district staff
Role Requirements
- Bachelor’s degree in Health Informatics, Information Systems, Public Health, Statistics, Demography, Computer Science, Monitoring and Evaluation or a related field
- At least two years of progressively responsible experience in health information systems, DHIS2 use or configuration, electronic data collection, data quality assurance and dashboard development
- Fluency in English is required
Desired Criteria
- Knowledge of local languages in Sierra Leone is an asset
- Experience with Ministry of Health DPPI, UNICEF or UN systems is desirable
- Familiarity with Sierra Leone HMIS, CHIS or community health data systems is desirable
