Job Description

Supports UN Women’s WE RISE Together programme in Thailand by diagnosing business-statistics systems and their capacity to produce gender-responsive evidence. The consultant will map data governance and interoperability, engage national stakeholders, develop practical reform recommendations and maintain monitoring evidence for programme reporting and women-owned business market connections.

Summary of Responsibilities

  • Map legal, institutional and administrative arrangements for business statistics and registration in Thailand
  • Assess sex-disaggregated, disability-related and intersectional data captured by registration systems
  • Analyse interoperability between registry, tax, licensing, statistics and procurement systems
  • Contribute to stakeholder interviews and validation workshops with national authorities and UN Women
  • Identify practical options to strengthen data governance, coordination and administrative reform
  • Maintain programme monitoring evidence and means of verification for WE RISE Together reporting
  • Establish and maintain an entrepreneurship and buyer database for UN Women Thailand

Role Requirements

  • Advanced university degree in Economics, Statistics, Finance or a related field, or a first-level degree with two additional years of qualifying experience
  • At least two years of progressively responsible experience in statistics, data analysis, monitoring and evaluation, reporting or related fields
  • Fluency in English and Thai

Desired Criteria

  • Experience with national statistical systems or evidence use for policy and programme implementation
  • Experience in business statistics, administrative data, business registries or data linkage
  • Familiarity with Thailand’s legal framework and stakeholders for women’s economic empowerment
  • Understanding of women’s economic empowerment, procurement systems or disability inclusion
  • Familiarity with international frameworks including CEDAW, CRPD or the SDGs

Additional Information

  • The consultancy is home-based, with travel to Lao PDR potentially required under UN Women travel policy
  • Deliverables include country mapping, an action plan, workshop contributions and annual progress-report inputs
