Job Description

UNICEF Oman seeks a national consultant to design and institutionalize a Portage-based home-visiting programme for families of children with disabilities. Working with the Ministry of Social Development, the consultant will develop a family-centred model, strengthen the social workforce and deliver training of trainers that supports inclusive early intervention across communities.

Summary of Responsibilities

  • Provide technical assistance to design and develop a Portage-based home-visiting programme for parents and caregivers of children with disabilities
  • Adapt and institutionalize the Portage Home Visiting Programme within Oman’s national social service system
  • Develop training curricula and materials for frontline social-service providers
  • Deliver training-of-trainers activities in collaboration with UNICEF Oman and the Ministry of Social Development
  • Strengthen family-centred early intervention, caregiver coaching and developmental planning

Role Requirements

  • Advanced university degree in disability studies, child development and early intervention, special education, social work and case management or a related field
  • At least 10 years of progressively responsible experience designing or implementing programmes for children with disabilities, early intervention, family support or community-based services
  • Demonstrable experience developing training curricula and materials and delivering training-of-trainers programmes
  • Knowledge of disability-rights frameworks including the UN Convention on the Rights of Persons with Disabilities
  • Excellent written and spoken English and Arabic

Desired Criteria

  • Experience with UN agencies, international organizations or development partners
  • Experience in the Middle East and North Africa region, preferably GCC countries
