Job Description
WHO Myanmar seeks a National Consultant in Yangon to conduct an independent sexual-misconduct risk assessment. The consultant will adapt WHO assessment tools and methodology, interview stakeholders, identify operational gaps and risks, present findings, facilitate a technical session, prepare the 2026 assessment report and develop a risk-mitigation plan while protecting confidential information

Summary of Responsibilities
- Adapt WHO risk-assessment tools and methodology
- Conduct stakeholder interviews and focus groups
- Identify sexual-misconduct operational risks and gaps
- Present assessment findings and mitigation measures
- Facilitate a technical sharing session
- Produce the final assessment report and risk-mitigation plan
Role Requirements
- First university degree in management, public health, social sciences, gender, law, human rights or related fields
- Five to ten years of relevant sexual-misconduct, GBV, safeguarding or humanitarian experience
- Expert English and Myanmar-language knowledge
Desired Criteria
- Advanced degree
- PSEA or gender-mainstreaming training
- Emergency-response safeguarding experience
- UN or INGO assessment experience
