Job Description
Develops Gabon's national referral mechanism for victims of trafficking, creating a harmonised framework that clarifies roles, referral pathways, care standards and coordination among institutions. The consultant will analyse procedures, draft and validate the mechanism with partners, and deliver multidisciplinary training that strengthens victim protection and implementation capacity.

Summary of Responsibilities
- Produce an inception report with methodology, timetable, stakeholder mapping and document analysis
- Draft the national referral mechanism using existing procedures and international standards
- Facilitate technical-review roundtables and a validation workshop
- Revise the mechanism using national stakeholder and partner feedback
- Design and deliver two multidisciplinary training sessions
- Produce training materials, attendance lists, training reports and implementation recommendations
Role Requirements
- Master's degree in a discipline relevant to the consultancy
- At least ten years of relevant experience in crime prevention, criminal justice, migration, trafficking, victim protection, human rights or national policy development
- Excellent written and spoken French
- Expertise developing national referral mechanisms, standard operating procedures or multisectoral coordination frameworks
Desired Criteria
- National experience in development, fragile settings or humanitarian situations
- Knowledge of English or another United Nations official language
