Job Description
Provides legal expertise to help UNICEF Moldova revise the Personal Assistance Service framework for persons with disabilities. The four-month consultancy will develop legislative recommendations and costing scenarios to improve equitable, flexible and financially sustainable service-delivery and contracting arrangements.

Summary of Responsibilities
- Prepare legislative recommendations for the Personal Assistance Service framework
- Develop costing scenarios for revised contracting and delivery modalities
- Coordinate with the financial expert on legal and policy options
- Support a more equitable, flexible and sustainable personal-assistance system
Role Requirements
- Advanced degree in public or administrative law, public policy, social policy or social protection
- At least eight years of legal analysis and regulatory-reform experience
- Experience reviewing and drafting legal frameworks for service delivery and contracting
- Fluency in Romanian and high command of English
Desired Criteria
- Knowledge of international disability-rights standards including the UN Convention on the Rights of Persons with Disabilities
- Familiarity with national social-protection, disability-rights and labour legislation
