Designs the legal, policy, governance and operational foundation for Uganda’s pilot criminal justice information exchange and referral system, mapping current processes, assessing institutional risks and producing interoperable governance arrangements, procedures and an implementation roadmap.

Summary of Responsibilities
- Develop an inception report with methodology, workplan and stakeholder strategy
- Assess current criminal justice information systems and institutional workflows
- Map priority business processes in current and future states
- Review the legal and policy framework for secure information exchange
- Analyse institutional gaps and risks and recommend reforms
- Draft the CJIX-R governance framework and standard operating procedures
- Consult justice institutions and document stakeholder feedback
- Produce the final framework, procedure manual and phased implementation roadmap
Role Requirements
- Advanced university degree in information technology, information systems, computer science, software engineering, digital transformation, business information systems, public administration, information management or a related field, or a relevant bachelor’s degree with two additional years of experience
- Minimum five years of progressively responsible experience in enterprise information systems, digital transformation programmes or public-sector technology reform
- Experience in business process analysis, re-engineering, enterprise architecture, systems integration and workflow optimisation
- Experience designing and implementing large-scale government information systems and interoperable digital platforms
- Fluency in English
Desired Criteria
- Experience developing governance frameworks, information exchange mechanisms, interoperability solutions and digital-system procedures
- Knowledge of information governance, data governance, cybersecurity and digital government
- Experience with government, justice institutions or public-sector reform programmes
- Experience with Justice, Law and Order Sector institutions, UN entities or development partners
- Knowledge of another official United Nations language
