National Consultant – DHIS 2 Transition, Coaching and Supervision, WHO Country Office, Cambodia

The National Consultant supports Cambodia's Department of Planning and Health Information to transition the national HMIS to DHIS2 and strengthen data use. The assignment follows up coaching and supervision, develops tools and guides, supports private-sector rollout and data integration, and reports on nationwide digital-health transformation activities for WHO.

• Maintain a register of DHIS2 HMIS feedback and issues and synthesize findings for after-action review
• Support reconciliation of financial documents for coaching and supervision activities
• Support user-centred design of data-use dashboards
• Support development and rollout of the private-sector HMIS form and provincial training
• Develop DHIS2 user guides and job-aid materials for HIS officers
• Provide technical support during DHIS2 rollout and user feedback
• Participate in technical discussions on APIs for HMIS data integration
• Prepare weekly updates and monthly activity reports for the Health Systems coordinator

• Bachelor's degree in computer science, engineering or a related field
• Minimum seven years' work experience in health information systems development, information management, database development and information communication technology
• Advanced written and spoken fluency in English and Khmer

• Master's degree in information technology engineering or a related field
• Experience with an international organization
• Knowledge of Cambodia's national HMIS transition to DHIS2
• Proficiency in other local languages in Cambodia
