Job Description
UNICEF seeks a local GIS Assistant to support climate and disaster risk assessments for WASH facilities and municipalities in Samar Province. The consultant will manage GIS data, map facility hazards and exposure, develop municipal databases, prepare risk map products, support local validation workshops, and hand over final geospatial data, maps, metadata and processing records to UNICEF and LGUs.

Summary of Responsibilities
- Prepare a GIS data inventory, acquisition plan, file structure, geodatabase schema, naming convention and backup protocol
- Confirm target facility coordinates and attributes and map water, sanitation, access-route and power-dependency features
- Compile official climate and hazard layers, perform spatial overlays and generate facility-level hazard exposure summaries, maps and tables
- Develop municipal exposure databases and reconstruct or update exposure layers for Villareal and Pinabacdao
- Prepare hazard, exposure and risk maps, workshop materials, and final source data, maps, metadata and processing notes for handover
Role Requirements
- Bachelor's degree in Geography, Geomatics, Geodetic Engineering, Environmental Science, Urban and Regional Planning, Information Technology or a related field with substantial GIS coursework or practice
- At least two years of relevant experience in GIS data management, spatial analysis, digitization and cartographic production
- Prior experience as a GIS Assistant or GIS Specialist in preparing, updating or completing at least one Climate and Disaster Risk Assessment is mandatory
- Availability for field missions and technical workshops in Samar during the contract period
Desired Criteria
- Proficiency in QGIS, ArcGIS or equivalent software and common raster, vector and tabular data formats
- Experience joining spatial and tabular data, performing overlays and producing print-ready map layouts
- Ability to document data quality and uncertainty when working with incomplete local datasets
