Job Description

Originate, structure and manage a high-impact UNCDF investment portfolio in underserved Pacific markets. The role develops bankable blended-finance opportunities, leads transaction due diligence and execution, monitors financial and development performance, and strengthens investment readiness with financial institutions, policymakers, donors and private-sector partners.

Summary of Responsibilities

  • Identify and develop Pacific investment opportunities in climate, MSME and digital finance and resilient infrastructure
  • Build a diversified investment pipeline aligned with UNCDF priorities and engage private-sector partners, DFIs, donors and internal teams
  • Lead investment structuring and execution using concessional loans, guarantees, grants and blended-finance vehicles
  • Conduct financial, credit-risk, market-feasibility and development-impact due diligence
  • Manage portfolio performance, compliance and development results and recommend remedial actions for underperforming investments
  • Strengthen investment readiness with local intermediaries and policymakers and facilitate follow-on financing
  • Organize capacity-building activities and document and disseminate investment best practices and results

Role Requirements

  • Advanced degree in Finance, Economics, Business Administration, Accounting, Management, International Development/Finance or a closely related discipline, or a first-level degree in those fields with two additional years of qualifying experience
  • At least 7 years of relevant professional experience in investment, development finance, blended finance or related fields, including 3–5 years in Pacific Small Island Developing States or comparable settings
  • Experience in investment origination, structuring, due diligence and execution using blended-finance instruments
  • Fluency in English
  • Eligibility under Tier 0, 1 or 2 of the UNDP/UNCDF/UNV tiered application process

Desired Criteria

  • Direct in-country experience in Pacific Small Island Developing States
  • Professional networks with Pacific financial institutions, DFIs, regulators and regional bodies
  • Familiarity with UNCDF, UNDP or comparable development-finance institutions
  • Experience with capital structuring, co-financing and risk-mitigation mechanisms
  • Ability to engage senior government, DFI, donor and private-sector stakeholders
  • Experience balancing development impact, financial additionality and concessional return expectations
