Job Description

Deliver a home-based consultancy to strengthen North Macedonia's multi-hazard early-warning system under the Early Warnings for All initiative. The consultant will review policy and system evidence, coordinate pillar leads and national institutions, collect and analyse stakeholder input, draft a costed national roadmap, and facilitate workshops to validate priority actions, implementation pathways and follow-up materials.

Summary of Responsibilities

  • Review North Macedonia's early-warning policies and system assessments
  • Coordinate Early Warnings for All pillar leads and national institutions
  • Conduct stakeholder consultations and analyse responses for a gap assessment
  • Develop a costed national early-warning roadmap
  • Facilitate workshops to validate and prioritise actions
  • Prepare materials and revise roadmap documents after stakeholder feedback

Role Requirements

  • Advanced degree in disaster risk reduction, climate change adaptation, environmental policy, development studies, public administration or a related field, or a first-level degree with two additional years of qualifying experience
  • At least seven years of progressively responsible experience in disaster risk reduction, early warning systems, climate resilience or related areas
  • Experience coordinating with or supporting UN agencies, government ministries and national technical institutions on disaster risk reduction or early warning
  • Fluency in English

Desired Criteria

  • Experience developing roadmaps, conducting institutional gap analyses and facilitating high-level consultations or national workshops
  • Experience designing, coordinating or evaluating multi-stakeholder early-warning initiatives
