National Consultant for Multi-Hazard Early Warning Systems Gap Analysis and Functional Mapping

Lead a home-based consultancy supporting Serbia's Early Warnings for All rollout. The consultant will review policies and early-warning assessments, coordinate national and international stakeholders, conduct a four-pillar gap assessment, and prepare a costed national roadmap. The assignment also facilitates validation workshops and refines materials and recommendations to strengthen national coordination, preparedness and warning systems.

• Review Serbian early-warning policies, assessments and guidance
• Coordinate UN agencies, national institutions and Early Warnings for All pillar leads
• Conduct a four-pillar early-warning gap assessment
• Produce a costed national early-warning roadmap
• Facilitate national validation workshops
• Prepare workshop materials and revise documents using stakeholder feedback

• Advanced degree in disaster risk reduction, climate change adaptation, environmental policy, development studies, public administration or a related field, or a first-level degree with two additional years of qualifying experience
• At least seven years of progressively responsible experience in disaster risk reduction, early warning systems, climate resilience or related areas
• Experience coordinating with or supporting UN agencies, government ministries and national technical institutions on disaster risk reduction or early warning
• Fluency in English and Serbian

• Experience developing roadmaps, conducting institutional gap analyses and facilitating high-level consultations or national workshops
• Experience designing, coordinating or evaluating multi-stakeholder early-warning initiatives
