Job Description

UNICEF seeks a national education consultant to strengthen school leadership, governance and inclusive education in Croatia. The consultant will support newly appointed headteachers, develop and test a resource-school model for inclusion, and provide technical assistance on student mental health and wellbeing, with scalable approaches that benefit schools serving Roma and migrant children.

Summary of Responsibilities

  • Assess the needs of newly appointed headteachers and provide mentoring and recommendations for the national induction programme
  • Develop the resource school model, including capacity building, peer-support mechanisms and tools for educational inclusion
  • Support schools serving Roma and migrant children through inclusive-education approaches
  • Provide targeted technical assistance to education stakeholders on school-based responses to student mental health and wellbeing

Role Requirements

  • Bachelor's degree in sciences, public policy, social sciences, political sciences, language and literature, philosophy, communication sciences, journalism or natural sciences
  • At least 10 years of relevant experience in education sector planning, coordination and policy formulation, particularly in Croatia
  • Proven experience supporting the development and implementation of educational policies
  • Fluency in written and spoken Croatian and English

Desired Criteria

  • Knowledge of school regulations, ordinances, administration and organisation
  • Experience facilitating structured group work and individual coaching and mentoring activities
  • Experience working with school staff and parents is desirable
  • Classroom teaching experience is desirable
