Job Description
This consultancy will produce an updated Pacific early childhood education status report, finalise and roll out a regional planning toolkit, and support Fiji to develop a costed pre-primary policy implementation plan. It combines systems analysis, policy recommendations, stakeholder engagement and technical capacity building across Pacific Island Countries regionally.

Summary of Responsibilities
- Prepare an inception note with methodology, data-collection instruments, analytical framework and consultation plan
- Update the status of ECE systems across all 15 Pacific Island Countries
- Analyse access, equity, foundational learning and progress against the 2022 baseline
- Document country best practices, persisting gaps and prioritised recommendations for the Pacific ECE agenda
- Finalise and support roll-out of the Pacific ECE Systems and Planning Toolkit
- Support Fiji's Ministry of Education to develop and socialise a costed Pre-Primary Policy implementation plan
- Build ministry staff capacity on ECE planning, costing and implementation monitoring
Role Requirements
- Education in early childhood education, early childhood development, education policy and planning, economics of education or a closely related social science discipline
- At least 12 years of progressively responsible professional experience in early childhood education or education systems analysis
- At least five years in multi-country or regional ECE systems diagnostic, review and planning work
- Professional experience in Pacific Island Countries including technical work with Pacific ministries of education
- Fluency in written and spoken English
Desired Criteria
- Work experience in other small island developing states of comparable scale and geographic dispersion
- Familiarity with the Pacific Regional Council for Early Childhood Development and Conference of Pacific Education Ministers process
- Experience facilitating multi-country validation and capacity building processes
