Job Description

The Humanitarian Affairs Specialist will lead UNICEF Sudan's work on humanitarian access and civil-military coordination. Working with country and area offices, government and non-State actors, UN agencies and partners, the role will develop access strategies, support negotiations and build capacity to enable timely, equitable delivery of assistance and protection to children in constrained areas.

Summary of Responsibilities

  • Provide strategic leadership and technical expertise on humanitarian access and civil-military coordination
  • Advise country and area offices on access options, risks, trade-offs and principled operational decisions
  • Develop and implement humanitarian-access strategies and action plans
  • Strengthen staff and partner capacity on humanitarian access and negotiation
  • Engage government and non-State actors, UN agencies and humanitarian partners to address access constraints
  • Support humanitarian negotiations to secure, maintain or restore principled access
  • Conduct access analysis, planning, monitoring and reporting and translate findings into operational recommendations
  • Support delivery of assistance and protection in hard-to-reach areas

Role Requirements

  • Advanced university degree in international relations, social sciences, public administration, humanitarian studies, peace and conflict studies, political science, law, international development, emergency management or a related field
  • A first-level university degree plus two additional years of relevant experience may be accepted instead of an advanced degree
  • At least 8 years of international-level experience in humanitarian action, emergency response, protection, humanitarian access or related fields
  • At least 5 years of field-based humanitarian-access experience in complex emergencies or armed-conflict environments
  • First-hand humanitarian-access negotiation experience with State authorities, de facto authorities, non-State armed actors, communities and stakeholders
  • Fluency in English and Arabic

Desired Criteria

  • Experience in cluster coordination, security risk management, humanitarian logistics, emergency preparedness or policy development
  • Experience representing an international humanitarian organization in inter-agency access coordination
  • Field experience with UNICEF, another UN agency, ICRC, IFRC or an international humanitarian organization
  • Experience in emergency operations management or inter-agency coordination
