Humanitarian Affairs Officer

Provides OCHA policy and technical expertise on humanitarian access, sanctions, counter-terrorism measures and principled operations. Based in New York, the officer leads analysis and coordination on restrictive measures, advises humanitarian partners and decision makers, and translates legal and operational evidence into policy guidance that preserves humanitarian space and supports assistance.

• Provide policy and technical advice on humanitarian access and operations under restrictive measures
• Serve as OCHA expert on sanctions, counter-terrorism and their impact on humanitarian action
• Coordinate with humanitarian agencies and support IASC work on preserving humanitarian space
• Organise policy studies and inter-agency technical reviews
• Build relationships with governments, UN entities, NGOs and other partners
• Prepare policy guidance, studies, briefings and other written outputs
• Monitor policy developments and provide advice on humanitarian principles
• Support field missions and coordination-mechanism reviews

• Advanced degree in a listed field or first-level degree with two additional years of qualifying experience
• At least five years in humanitarian affairs, emergency preparedness, crisis relief, rehabilitation, development or a related area
• Professional legal experience providing advice on public or private legal matters
• Be fluent in English

• International field experience in aid operations is desirable
• Humanitarian coordination experience is desirable
• Policy-advice and policy-drafting experience is desirable
