Job Description
IOM’s Washington Global Office seeks a Human Resources Officer to manage HR functions for the office. The role oversees HR transactions, records, payroll, policies, entitlements, recruitment, staffing and performance processes; advises managers and staff; coordinates training and workforce planning; liaises with HQ and services; and strengthens controls, reporting and HR systems administration.

Summary of Responsibilities
- Oversee HR management for the Global Office and sub-offices and advise leadership on policies, rules and procedures
- Supervise HR transactions including contracts, personnel actions and WAVE HR updates
- Maintain personnel files, attendance records and HR and training databases
- Maintain WAVE HR modules, support new salary scales and administer organizational-management information
- Supervise monthly national-staff payroll validation, verification and projectization adjustments
- Implement HR policies and procedures covering recruitment, retention, development, separation and end-of-contract duties
- Advise project managers on staffing, leave, overtime and workforce planning
- Support performance management, staff development, induction and training planning
- Monitor internal controls, audit recommendations and reports and lead special HR projects
Role Requirements
- Master’s degree in human resources, business administration, industrial and organizational psychology, social sciences or a related field with five years of relevant experience
- Bachelor’s degree in the stated fields with seven years of relevant experience
- Experience in HR administration and management including talent acquisition, contracts, entitlements and staff rules
- Experience advising managers and staff on personnel matters
- Fluency in English, oral and written
Desired Criteria
- Knowledge of United States employment practices, payroll taxation and benefits administration is an advantage
- Familiarity with the UN common system or similar systems is an advantage
- Working knowledge of another official UN language is an advantage
