Job Description
Provides human-resources advice to New York Secretariat entities through the One Executive Office’s Client Desk 2. The officer leads recruitment and placement, interprets staff rules and entitlements, supports workforce development and organizational transition, supervises HR transactions, and analyses workforce data to improve staffing decisions, service and administrative delivery.

Summary of Responsibilities
- Advise managers and staff on human-resources matters and lead special HR projects
- Identify vacancies, prepare announcements, review applications and conduct candidate interviews
- Review selection recommendations and support appointment and promotion bodies
- Supervise HR assistant transactions, personnel actions, staffing tables and contract processing
- Interpret staff rules and administer salary, benefits, travel and social-security entitlements
- Design staff development, mobility, career-support and training programmes
- Support One Executive Office transition activities and the Client Desk communication strategy
- Analyse data and produce visualizations, reports and insights for planning and decision-making
Role Requirements
- Advanced university degree in human resources management, communication, business or public administration, social sciences, education or a related area, or first-level university degree plus two additional years of qualifying experience
- Minimum five years of progressively responsible experience in human resources management, administration or a related area
- Experience applying and interpreting staff rules and regulations in the UN or a similar international organization
- Experience in post classification and recruitment in the UN or a similar international organization
- English proficiency at UN Level II in reading, writing, listening and speaking
Desired Criteria
- Degree or non-degree programmes in data analytics, business analytics or data science
- Experience implementing organizational-reform changes in human resources management
- Experience working in an Executive Office or similar setting
- Two or more years of experience in data analytics or a related field
