Job Description
The HR Officer delivers UNOPS human-resources services to UNODC field units across Africa, Europe and Asia from Bogotá. The role applies HR policies, leads workforce planning and HR initiatives, provides advice on complex personnel matters, oversees recruitment and contract administration, and supports learning, diversity and talent-management activities in line with UN rules and client needs.

Summary of Responsibilities
- Provide data-driven insights on workforce trends, risks and opportunities for HR policy and corporate initiatives
- Lead implementation of HR strategies and initiatives aligned with operational priorities
- Develop workforce-planning initiatives and monitor workforce status and emerging trends
- Advise management on HR policy application and complex personnel matters
- Support sensitive employee-relations cases including grievances, conduct concerns and workplace disputes
- Oversee talent acquisition, onboarding, performance management, benefits and contract administration
- Coordinate contractual modalities including loans, exchanges and secondments
- Deliver HR training, knowledge-sharing and research on HR topics
Role Requirements
- Bachelor’s degree in any discipline with two years of relevant experience, or a Master’s degree in any discipline with no relevant experience
- Experience in recruitment, HR contract administration, employee relations, organisation design and development or related areas
- Experience using collaboration and productivity tools and web-based management systems
- Fluent English
- Fluent Spanish
Desired Criteria
- Recognised national or global professional certificate in Human Resource Management
- Experience working in multicultural environments or UN system organisations in a developing country
- Experience in development or humanitarian contexts
