Job Description
UNDP seeks a Coordinator in Madrid to lead Tax Inspectors Without Borders programming. The role coordinates stakeholder engagement, expert deployments, programme operations, budgeting and reporting across jurisdictions; links UNDP, OECD, country offices and regional teams; develops policy and knowledge products; mobilises support; and represents the initiative at international events and forums.

Summary of Responsibilities
- Coordinate TIWB engagement with tax experts, OECD, governments, UNDP regional hubs, bureaux and country offices
- Generate demand for TIWB and collaborate on donor funding proposals
- Coordinate TIWB programming, country set-up and expert deployment, selection, procurement and contracting
- Manage project budgets, cash flow, reporting and programme terms of reference
- Develop policy content, concept notes, senior-management briefings and domestic-resource-mobilisation reports
- Collect evidence and lessons learned and promote peer learning through case studies
- Coordinate communications products, governing-board meetings, conferences and side events
- Represent TIWB in international forums and contribute to knowledge networks
Role Requirements
- Advanced university degree in Economics, Law, Political Science, Public Policy, Taxation or a related field
- Bachelor’s degree in the stated fields with two additional years of qualifying experience may be considered instead of an advanced degree
- At least 5 years with a master’s degree or 7 years with a bachelor’s degree of progressively responsible experience in taxation, public finance management or domestic resource mobilisation
- Thorough understanding of tax and fiscal policy, tax administration processes, public finance reforms and management
- Knowledge of taxation, financing for sustainable development and the 2030 Agenda in developing and transition economies
- Fluency in written and oral English
- Eligibility limited to Tier 0, Tier 1 and Tier 2 UNDP, UNCDF and UNV personnel stated in the vacancy title
Desired Criteria
- Experience working in and with developing countries in at least two regions on tax issues
- Experience with UNDP or the UN system on taxation and fiscal policies
- Experience in project management, programme coordination, knowledge management and high-level events
- Experience writing concept notes, briefing notes, outcome reports and analytical inputs on tax administration
- Knowledge of another UN language
