Job Description
UNDP seeks a Local Finance Specialist in Madrid to lead subnational public-finance policy support. The specialist will advise governments on fiscal coherence, decentralisation and local financing; develop guidance; coordinate country support and partnerships; produce policy and knowledge products; lead dialogue and learning; and strengthen results-based reporting for territorial SDG outcomes.

Summary of Responsibilities
- Provide technical leadership on subnational fiscal policy coherence and the cost of fiscal incoherence methodology
- Bridge Public Finance for SDGs, ILFFs, Local2030 Coalition and national financing strategies
- Lead analytical, diagnostic and implementation support on local public finance reforms
- Facilitate policy dialogue and coalition-building with governments, UN entities, financial institutions, civil society and private sector partners
- Develop frameworks, methodologies, guidance and tools for local fiscal policy coherence and redistribution
- Produce policy papers, technical notes, case studies and knowledge products
- Represent UNDP at policy dialogues and international conferences and support senior-leadership engagement
- Contribute to results tracking, reporting, coordination of consultants and programme implementation
Role Requirements
- Advanced university degree in Economics, Law, Public Administration or a related discipline
- Bachelor’s degree in the stated fields with two additional years of qualifying experience may be considered instead of an advanced degree
- At least 7 years with a master’s degree or 9 years with a bachelor’s degree of relevant policy-advice experience in public finance, fiscal policy or related fields, including 3 years internationally
- At least 5 years supporting Ministries of Finance and/or Parliaments in developing countries on public-finance policy and reform
- At least 5 years working on subnational public finance including fiscal decentralisation or local financing strategies
- Applied policy advice and technical assistance to national and subnational governments on fiscal policy coherence, ILFFs and fiscal redistribution
- Fluency in written and oral English
- Eligibility limited to Tier 0, Tier 1 and Tier 2 UNDP, UNCDF and UNV personnel stated in the vacancy title
Desired Criteria
- PhD or equivalent advanced research qualification in public finance, political economy or development studies
- High-level policy engagement with Ministries of Finance on tax, expenditure or debt frameworks
- Experience with Local2030 Coalition, Joint SDG Fund or bankable project pipelines
- Expertise in fiscal redistribution or High-Net-Worth Individual taxation
- Experience with UN system, multilateral organisations or international financial institutions
- Experience in programme development, resource mobilisation, donor engagement or partnership development
- Knowledge of another official UN language
