Job Description

Design and deliver a gender-responsive training programme that strengthens Mali’s land-governance institutions. The consultant will create modules, data-management and monitoring tools, participatory exercises and an operational roadmap for ONAFA, Ministry of Agriculture services and land-commission stakeholders to use gender-sensitive land data and indicators in conflict prevention.

Summary of Responsibilities

  • Prepare the training methodology and detailed programme for ONAFA, Ministry of Agriculture services and land-governance actors
  • Develop training modules, participant handbook, PowerPoint presentations and pedagogical materials
  • Create pre-tests, post-tests, training evaluations, case studies and practical exercises adapted to CoFo and ONAFA
  • Facilitate participatory, practical training modules on gender-sensitive land databases and monitoring
  • Support participants to produce data-collection templates, gender-sensitive indicator matrices, dashboards and an operational roadmap
  • Produce the final training report with assessment results, recommendations and developed tools

Role Requirements

  • Master’s degree or equivalent in statistics, computer science, database management, monitoring and evaluation, economics, agronomy, rural development, land management, gender and development, or a related field
  • At least 5 years of relevant experience in data management, monitoring and evaluation, information systems or institutional development
  • Experience designing, structuring, managing, analysing or improving databases
  • Experience in project or programme monitoring and evaluation, including indicator formulation, performance-data analysis and reporting
  • Excellent French proficiency

Desired Criteria

  • Knowledge of agricultural land issues, natural-resource governance, agriculture or conflict prevention
  • Experience collaborating with public institutions, UN agencies or technical and financial partners

Additional Information

  • No travel is planned unless UN Women approves otherwise
  • Consultant must arrange medical insurance for the contract period
  • Submit a technical offer, signed P11 form, at least two professional references and two reports from similar assignments
