Technical Lead and Drafter, Papua New Guinea National Action Plan on Women, Peace and SecurityNew

Leads technical drafting of Papua New Guinea's first National Action Plan on Women, Peace and Security under Government leadership. The consultancy synthesises evidence and consultations, develops a results-based and implementable policy framework, facilitates interdepartmental review, and integrates monitoring, costing, financing and stakeholder feedback into a final national validation package.

• Review women, peace and security frameworks, national policies, consultations and evidence
• Refine the NAP WPS structure, annotated outline, drafting methodology and workplan with Government and UN Women
• Draft the action plan chapter by chapter and present sections to the interdepartmental coordination mechanism
• Facilitate technical discussions, capture Government decisions and revise draft chapters
• Maintain a structured comment and decision matrix throughout the drafting process
• Integrate results frameworks, indicators, baselines, targets, timelines and monitoring arrangements
• Draft coordination, implementation, financing and resource-mobilisation arrangements
• Prepare the consolidated NAP WPS and national validation package and incorporate agreed feedback

• Master's degree in gender studies, peace and conflict studies, political science, international relations, public policy, development studies, law, social sciences or a related field
• First-level university degree plus two additional years of qualifying experience may be accepted instead
• At least seven years of experience in policy development, strategic planning, peacebuilding, women peace and security, gender equality or governance
• Knowledge of Papua New Guinea governance, gender equality, peace and security context
• Experience drafting national policies, strategies, action plans or results frameworks
• Fluency in written and spoken English and working proficiency in Tok Pisin

• Experience integrating results-based frameworks, monitoring frameworks or financing considerations
• Experience with women's organisations, civil society, peacebuilders or sub-national stakeholders in Papua New Guinea
• Knowledge of additional Papua New Guinea languages
