Job Description
Conducts a consultancy for ECLAC to estimate the fiscal cost and financing viability of Honduras’s National Industrial Policy. The assignment will analyse policy instruments, spending requirements and funding gaps, develop a traceable costing methodology, facilitate technical discussions and deliver a Spanish-language study that informs public-sector decisions on sustainable productive development

Summary of Responsibilities
- Develop a research protocol and analytical framework for the fiscal-cost study
- Identify and systematise National Industrial Policy objectives, instruments and measures
- Analyse links between industrial policy, public investment, fiscal policy and development finance
- Facilitate technical sessions to gather substantive inputs and support methodological discussion
- Develop a methodology for estimating fiscal costs, spending classifications and information sources
- Estimate costs, assess existing financing and identify funding gaps by policy component
- Map additional domestic and external financing options and deliver a fiscal and financial viability report
Role Requirements
- Master’s studies in economics or a related field
- At least ten years of experience in economic policy or related areas
- Proficiency in Spanish

- The consultant will work from their country of residence and may travel on mission if required
