Job Description
The consultant will support UNICEF Liberia and government partners to strengthen civil registration, child identity and interoperable data systems. The work combines implementation research, identity-data architecture, birth-registration acceleration and operational support, ensuring that system design, governance and delivery enable reliable identification of children and more consistent use of records across public systems.

Summary of Responsibilities
- Draft and operationalise a memorandum of understanding for implementation research
- Manage implementation research and analyse documented experience
- Review identity data elements and systems across public-sector platforms
- Define a child identity data model and conceptual architecture
- Develop interoperability, data-exchange and governance approaches
- Support accelerated birth-registration catch-up and B2MC implementation
- Draft guidance notes, proposals and human-interest stories for the child protection section
Role Requirements
- Advanced university degree in a listed relevant field
- At least eight years of experience in CRVS, identity systems, digital public infrastructure or sectoral information systems
- Experience integrating and interoperating government information systems
- Experience with EMIS, HMIS or similar administrative data systems
- Experience managing complex MOUs or contracts with private and academic institutions
