Job Description

Provides specialised support to strengthen Bolivia’s regulatory framework for accrediting, operating and supervising childcare centres. The consultant will update existing guidance, analyse legal and institutional responsibilities, convene government stakeholders, prepare approval instruments and practical implementation guidance, and help secure coherent application across territorial levels.

Summary of Responsibilities

  • Agree a work plan, methodology, activities and deliverables with UNICEF and the Viceministry
  • Review and systematise existing childcare-centre guidance to identify updates and gaps
  • Analyse current national rules and instruments affecting integrated early-childhood services
  • Update the legal, institutional and competency analysis for the Viceministry and territorial entities
  • Facilitate consultation and agreement-building sessions with government and sectoral stakeholders
  • Update the accreditation, operation and supervision guidelines with legal and interinstitutional inputs
  • Prepare an approval instrument and complementary implementation tools
  • Provide technical assistance during review, validation, adjustment and approval processes

Role Requirements

  • Bachelor’s degree in social sciences, law, social work, psychology, education or a related field
  • At least 8 years of general professional experience
  • At least 4 years of specific experience developing, reviewing or implementing regulations, public policies, guidelines, protocols or management instruments related to children
  • Experience analysing legal, institutional and competency frameworks across levels of government
  • Experience working with ministries, Autonomous Territorial Entities or other public institutions on regulatory processes
  • Spanish proficiency

Desired Criteria

  • Master’s degree or specialisation in public law, public policy, public management, children’s rights, early childhood or social development
