Job Description
Updates Bolivia’s strategy for active, shared fatherhood within its early childhood policy. The consultant will assess prior progress, revise strategic objectives and institutional responsibilities, convene ministries and territorial entities, and deliver an agreed implementation plan and roadmap that advance violence prevention, caregiving and child development outcomes.

Summary of Responsibilities
- Agree a work plan, methodology, timeline and deliverables with UNICEF and the Viceministry
- Review the existing active-fatherhood strategy and implementation plan to identify required updates
- Systematise progress, experiences and lessons from actions in health, education and protection
- Update institutional analysis, roles, responsibilities and coordination mechanisms across the State
- Revise objectives, strategic lines, actions, target groups and implementation arrangements
- Facilitate technical meetings with ministries, territorial entities and other institutions to secure agreements
- Incorporate agreements into the final updated strategy and implementation plan
- Develop a roadmap for approval, dissemination, implementation and sustainability
Role Requirements
- Bachelor’s degree in social sciences, psychology, social work, sociology, law, education or a related field
- At least 8 years of general professional experience
- At least 4 years of specific experience designing, implementing, updating or evaluating strategies, policies, programmes or projects on early childhood, child protection, active fatherhood, shared caregiving, gender or violence prevention
- Experience coordinating across sectors with public institutions, preferably ministries or Autonomous Territorial Entities
- Spanish proficiency in speaking and writing
- Knowledge of early childhood, gender, masculinities, active fatherhood and violence-prevention approaches
Desired Criteria
- Master’s degree or specialisation in public policy, social development, gender, children’s rights, early childhood or public management
- Experience developing or implementing strategies on active fatherhood, masculinities or shared caregiving
